How can the growth of Nigerian Content be sustained?
Nigerian Content is defined as the quantum of composite value added or created
in the Nigerian economy through the utilization of Nigerian human and material
resources for the provision of goods and services to the petroleum industry
within acceptable quality, health, safety and environmental standards in order
to stimulate the development of indigenous capabilities.

Content commitments in the Nigerian Oil and Gas Industry, has curbed the
excesses in demands or alleged deprivation made either....
Prior
to the implementation of the Nigerian
Oil and Gas Industry Content Development (NOGICD) Act, 2010, several
organizations operating in the oil and gas industry had committed extensively
to the development of the host communities where their operational activities
are being carried out, either for short or long term basis. These commitments
have on several occasions been referred to as Corporate Social Responsibilities
which in most cases have no specified scope, validity period, criteria or
frequency and also no means of measurement on how these activities have added
direct value to the nation.
The
implementation of the Nigerian Oil and
Gas Industry Content Development (NOGICD) Act, 2010 has brought about the
streamlining of all work packages and project scopes that are carried out in
the Nigerian Oil and Gas Industry with a focus on identifying stakeholders,
defining their roles and responsibilities in each sub-sector and also setting
criterion for monitoring their individual achievements periodically to ensure
compliance, which is contrary to the open ended mode of operation in the past.
To
achieve this objective, the Nigerian Oil
and Gas Industry Content Development (NOGICD) Act, 2010, constituted the Nigerian Content Development and Monitoring
Board (NCDMB), as a regulatory body to drive the implementation of the
sections of the NOGICD Act, 2010, by
boosting indigenous participation, developing capacities and competencies,
creating linkages to other sectors of the national economy etc. With this
regulation in place, each stakeholder (operator, contractor, sub-contractor or
citizenry) could clearly identify her required commitments, responsibilities or
opportunities on each specific project embarked on and focus to achieve them
within the project lifecycle.
